Implementation a key to future success

Now that the process of developing an over-arching Waikato Plan is all but complete there is a big focus on successfully implementing it, says the independent chair of the Plan’s Joint Committee.

The Plan was signed off by the Joint Committee on Monday 19 June.

“It’s fantastic to have got this project to the stage where Joint Committee members are satisfied that we have a sound Plan in place that takes account of generally supportive public submissions,” said committee chair Margaret Devlin.

“The collective challenge now of all parties to the Plan’s development is to ensure we implement it as efficiently as possible to gain the greatest regional benefit.”

As the Plan’s final shape has been confirmed by the Joint Committee it will be up to individual councils to adopt it over coming weeks ahead of a formal Plan launch later this year.

“We are working on the implementation plan which will be available once the details are finalised,” said Ms Devlin.


“In the meantime, all parties to the Plan’s development are to be firmly congratulated on the way we have all worked together to develop this key document. It has been a great example of collaboration in action that will serve the region well into the future. Our challenge going forward is to maintain the momentum generated through this process as we move into implementation.”

Five high-level priorities have been identified in the Plan as the most important issues and opportunities facing the region:

  • planning for population change (growth and decline)
  • connecting communities through targeted investment
  • partnering with iwi Maori
  • addressing issues around the allocation and quality of water
  • advancing regional economic development. 

The top ten actions suggested to support these priorities are:

  1. Collaborate on a regional development strategy
  2. Identify the regional priorities for service and technical infrastructure 
  3. Identify how central government services can be provided to match community needs
  4. Advocate on behalf of regional transport priorities  
  5. Integrate Waikato and Auckland transport networks
  6. Encourage development of a nationally significant cycling and walking experience
  7. Establish a freight and logistics action group
  8. Work collaboratively to develop and encourage enduring partnerships that enable iwi/Māori aspirations to be achieved
  9. Develop the Waikato as a “Waters Centre of Excellence”
  10. Assist in implementing the current Waikato Means Business economic development strategy.
